The concept of controllability and disconjugacy of a certain linear Hamiltonian difference system is introduced and a necessary and sufficient condition for a related discrete quadratic functional to be positive definite is stated. This condition is in a sense a discrete version of the well-known Jacobi's Condition from the calculus of variations.
