Sixteen teams entered the tournament, of which eight played in Division I according to NAQT rules.  The teams were divided in to two brackets, A and B, which each played full round-robins.

Teams qualified for the playoffs as follows: Top four Div I and Div II teams each played a four game round robin, winner determined by best record, ppg, head to head.  The six teams remaining a the tournament also played a three game consolation round robin.
